The restaurant Julien has changed to become à "Bouillon". It's a restaurant with traditionnal French food. Prices are very cheap.

Very elegant place just behind the Louvre. I was there to drink an excellent hot chocolate in the afternoon. I recommend to sit in the library, at the rear of the restaurant.
For a dinner or a lunch, I think it's better to book in advance.
